Father Joseph Cuoq said in a broadcast over Vatican Radio that he was repeating the appeal he made last year even more insis- tently this year because of the "difficult circumstances several Moslem countries are going through. He asked Catholics to show affection and regard to Moslems at the close of Ramadam, Islam's holy month marked by religious fasting. He said Catholics should make their own "the good wishes they (Moslems) are exchanging, as is done in family reunions." Pope Paul VI has named Msgr. Edmond Ulinski to be a defender of the bond in the Roman Rota, the Church's high court. Msgr. Ulinski, who has been a substitute defender with the Rota, is from the diocese of Chelmno in Poland. The concern of the defender is to sustain the marriage in ques- tion by all lawful means. The Pope also named Coadjutor Archbishop Leo C. Byrne of St. Paul and Minneapolis and Bishop Francois Kabangu of Luebo, the Congo, to the Holy See's Consi- lium for Implementing the Con- stitution on the Sacred Liturgy. Pope Paul VI has granted the request of archbishop DiegoVini- ni to be relieved of duty as papal almoner and has named Msgr. An- tonio Travia to that post, raising him to the rank of archbishop. The papal almoner gives alms in the name of the Pope to var- ious charitable organizations. Funds are raised by charging a tax for the seal that is affixed to certain papal documents, such as apostolic blessings for marriages and other events.
