PAGE 6 ARKANSAS CATHOLIC DECEMBER 8, 199! Quintilla Halter, at 80 Hot Springs -- Sr. M. QuintilIa (Marg- aret) Halter, RSM, a Religious Sister of Mercy for 60 ),ears, died Nov. 28. She was 80. Born in Conway, July 21, 1911, Sr. Halter was educated in Conway and at Mt. St. Mmy Academy in Little Rock. She entered the novitiate of the Religious Sisters of Mercy in 1931 in Webster Grove, MO. After making her vows in 1934, she be- came an elementary teacher in parochial schools in the Diocese of Little Rock. In 1948, she began teaching in the home eco- nomics depaxtment at Mt. St. Mary Acad- emy. She later served in the school's dietary department. St. Halter retired in 1987 to St. Joseph Regional Health Center in Hot Springs. Smvivors are a brother, Leo Halter of Pueblo, CO, and several nieces and neph- ews in Conway. Rosary services were held Nov. 29 at the convent chapel. Mass of Resurrection was celebrated Nov. 30 by Fr. Alan Rosenau of Hot Springs, Fr. Thomas Keller of Little Rock and Fr. Andrew J. Dufault, MAfr, of Hot Springs. The Baltimore, Milwaukee and Seattle archdioceses and the Diocese of Cleveland are serving as models for the program. "Creating an Inclusive Church" works to focus volunteer and financial resources from both center cities and outlying areas for a collaborative plan of action. It also offers a methodical plan for church leadership to include minorities in all as- pects of church life, including employment strategies and techniques used by the pub- lic and private sector to attract minorities, women and the disabled. The progrmn "analyzes and makes rec- otmnendations on the Clmrch's purchas- hag patterns and practices as weU as the Church's inclusMty of all people in deci- sion-making positions such as committees, boards and voluntary associations," said conference executive director Jerome Ernst. Official Vatican New York (CNS) -- The new chair of the International Jewish Committee on Interreligious Consultations said Nov. 21 that the Vatican's refusal to establish diplo- matic relations with Israel was "insulting." Reasons for the refusal do not stand up in the face of Vatican willingness to maintain relations with many "horrendous states," said Edgar M. Bronfinan, chair of the World Jewish Congress. The Vatican repeatedly has said that before diplomatic relations could be established it would require some move- ment from the Israelis on the rights of Palestinians; on guaranteeing the sacred character of Jerusalem for Muslims, Chris- tians and Jews; and on guaranteeing access to and protection of Christian holy sites on Israelkcxmtrolled territory.
