CARA Establ ishes Urban Affairs Office Washington (NC) -- The Center for Applied Research in the Apos- tolate (CARA) has established a Department of Urban Affairs. Under contract as "the re- search arm" of the Task Force on Urban Problems of the United States Catholic Conference, the new CARA urban department aims to discover practical information for use in the Church's urban apostolate. This will include the areas of health, welfare, housing, employment, education and com- munity organization. in announcing formation of the department, CARA's president, John Cardinal Krol of Philadelphia, said that "from its beginnings CARA has developed various urban-related projects, but this new unit enables the center to focus its attention in an integra- ted, coordinated way on the reli- gious and social needs of the poor." Next of kin received the awards from Vice President Spiro T. Ag- new at a private ceremony. The chaplain, Maj. Charles J. Watters, was killed Nov. 1967 while ministering to the wounded on Hill 875, scene of some of the heaviest figting at Dak To. Ac- cording to reports from the scene, Father WaKers was the victim of a U. S. bomb which fell by mis- take among a group of some 20 wounded men. The wounded men also were killed. Spec. 4 Robert F. Stryker and Pfc. John A. Barnes HI were cited for throwing themselves atop deadly enemy explosives, thus saving the lives of comrades, in separate engagements, inNovem- bar, 1967. Their fathers, Harold Stryker of Troop, N.Y., and John A.
