I believe you agree with me that its condition is good. The machinery of government is functioning smoothly and efficiently; every depart- ment and institution is on a cash basis; their services have been expanded and impi'oved at no extra cost to you, and we are paying our debts. Arkansas is going forward not backward. )t "k At the same time, I have been explicit with you regarding my policies and philosophy of governmert. I believe that the function of government is service, efficiently and economi- cally rendered. I do not believe in the hoarding of tax money paid into the treasury for specific purposes approved by the people or their representatives. I could have built up a huge surplus during my first term, if I had refused to spend your money for the purposes for which you con- tributed it. I could not do that. I have tried to give you your money's worth in service and I pro- )t )t pose to continue that policy. )t "k I have'outlined my plans for the future. They include continuation of the program al- ready begun, the refinancing of our highway indebtedness to release additional funds for road construction, and further reduction in burdensome and unnecessary taxes. ./ .. .1 )t )t I believe these things justify my asking for the second term which Democratic tradi- tionaccords the public official who has served satisfactorily in his first term.
