PAGE 6 THE GUARDIAN, MARCH 21, 1969 Pastoral Council Mediates Parish New Sign for Catholic High Little Reek Catholic High School boys have gathered around a new sign placed at the corner of Lee and University Avenues. The sign, given by a non-Catholic friend of the school, is to take advantage of heavy traffic on University Avenue and let the public know where the school is located. Notice all the boys are wearing ties, a requirement of the school for the autumn and winter months. Richmond, Va. (VC) -- Thepas- torai council of the Richmond dio- cese has acted as mediator in a dispute between two parishes. The case marked the first time the council, formed in 1966 as a body of clergy, Religious and laity to advise the bishop, involved it- self in the concept of due process Involved in the case were the territorial parish of Holy Com- forter, Charlottesville, and St. Thomas Aquinas parish, formed in 1963 to serve the University of Virginia. The dispute centered on the payment of educational subsidies by St. Thomas for children at- tending Holy Comforter's parish school. St. Thomas has no parish school and, under a seven-year- old agreement, was to pay the full cost of education for each of its children at Holy Comforter. Because of financial burdens, St. Thomas began scaling down its subsidy to a flat $50 per child Holy Comforter parish con- tended that the decrease in subsidy placed an unfair burden on Its parishioners. The parish advisory boards of both parishes considered the pro- blem, but solutions proposed left small minorities in the parishes dissatisfied. Holy Comforter's ad- visory board then appealed to the pastoral council, which, with per- mission of Bishop John J. Russell of Richmond, agreed to Investigate and recommend solutions.
